Abstract: A set of ecological restoration effect evaluation system was established based on“resource-environment”with 16 concrete evaluation factors and evaluation method by the marine environment ecological survey in spring, summer and autumn of 2014 and the performance of ecological restoration and governance of Haizhou Bay ecological restoration project was assessed using Delphi method and entropy weight method combination empowerment. Results showed that the conditions of the ecological restoration areas were found to be improved by 30.14%,with mean repair rate of 17.96%in biological resources and 33.15%in marine environment improvement. There was comprehensive evolution value of 0.400 2 in ecological restoration in the Haizhou Bay,up to the moderate level. The findings indicated that environmental remediation was obvious, but marine biological resources recovery needed to be further improved in Haizhou Bay areas.
