Abstract: This paper took ro-pax vessels in the Bohai Bay as the objects of evaluation. A criterion system was set based on the internal and natural environment factors affecting ro-pax vessels safety departure, and a hierarchial mathematical model was established for comprehensive assessment using the methematical method of fuzzy comprehensive assessment. Based on this mathematical model and by using Visual Basic 6.0 as a tool, an applications software of safety evaluation was developed, which can be used by barbor superintendents and companies administrators to make decisions. Through a long period field-test on board, the outputs of the saftware are fairly in accord with the actual situations.
